Ivory Coast’s SIMONE GBAGBO becomes World FIRST LADY to be INDICTED by ICC

International Criminal Court appeals judges upheld a ruling Wednesday that the court can prosecute Ivory Coast’s former first lady on charges including murder and rape linked to violence that left 3,000 people dead after the country’s disputed 2010 presidential election.

The ruling read in court by Presiding Judge Piotr Hofmanski puts more pressure on Ivory Coast officials to hand over Simone Gbagbo for prosecution in The Hague.

The ruling said that the case against Gbagbo is admissible because Ivory Coast had not proved, at the time it challenged the case’s admissibility, that Ivorian authorities were investigating her for the same allegations as those she faces in The Hague. The International Criminal Court is a court of last resort that can only take action when a government cannot or will not prosecute a suspect.

Since Ivory Coast filed its challenge in 2013, a court in that country has convicted Gbagbo of undermining state security and sentenced her to 20 years’ imprisonment.

The International Criminal Court appeared to leave open the possibility of Ivorian authorities filing a fresh challenge based on that conviction, saying in a statement that under the court’s founding treaty, “in exceptional circumstances, the Court may grant leave for a challenge to be brought more than once.”

The ICC issued an arrest warrant for Gbagbo in 2012, the first time the court had filed charges against a woman. It said evidence suggested she was a key member of the inner circle surrounding her husband, former president Laurent Gbagbo, which planned attacks on his political opponents after he lost the 2010 election to his opponent Alassane Ouattara.

Judges who issued the warrant said that evidence submitted by prosecutors suggested Gbagbo wielded so much power that she “acted as an alter ego for her husband, exercising the power to make State decisions.”

It wasn’t immediately clear if authorities in Ivory Coast will now hand over Gbagbo, whose husband already is in The Hague awaiting trial on similar charges.

Human Rights Watch’s senior international justice counsel, Param-Preet Singh, said Wednesday’s ruling “eliminates any doubt” about Ivory Coast’s “duty to surrender Simone Gbagbo to The Hague.

The government has come out to deny that an alleged list of 84 ‘attendees’ of President Buhari swearing in is real. Kenyans yesterday furiously reacted to the high number of people accompanying the president on taxpayers expenses, prompting the President to cancel the trip.

However, government now say the President cancelled his trip to attend an emergency meeting called by EAC on Burundi to be held in Tanzania on Sunday.

Government has termed the list ‘illegitimate’.

“As a ministry that is responsible for this, obviously, we question the legitimacy of this and we wish not to be drawn into it,” said foreign affairs PS Karanja Kibicho.

“I would expect that we act responsibly before we publish lists of these kinds… We don’t have Kenyans going by the names like Chinedu, Odili, Lawal… that we would be wanting to take to Nigeria.”

“Provisionally, the Kenyan delegation was due to be led by his Excellency President Uhuru Kenyatta. However, considering the situation in Burundi, and a decision by the East African Community to hold a regional summit in Tanzania on Sunday, President Kenyatta has decided to delegate the visit to Deputy President William Ruto,” said Dr Kibicho.

Deputy President William Ruto will now represent the President and already left Nairobi yesterday with only ten officials.

First Lady Margaret Kenyatta has urged members of her Kikuyu ethnic group to seek alternative ways to carry out rites of passage and singled out Female Genital Mutilation as among contributors of mortalities in the region. The first lady also mentioned child marriages as retrogressive practices.

Focus is increasingly turning on Mt. Kenya to end alcoholism and other social vices which stagnate development in the region.

AG Githu Muigai REJECTS Bensouda’s new push to use testimonies of witnesses who have since DROPPED OUT of DP Ruto case

AG Githu Muigai wants to be allowed to file proceedings in Deputy President William Ruto’s ICC case as a friend of the court days after revelations that ICC Chief Prosecutor Fatou Bensouda wants to be allowed to use old testimonies of witnesses who dropped from the case.

In particular, the AG wants to make observations on the request by the ICC Prosecutor Fatou Bensouda to be allowed to use prior statements recorded by witnesses who later recanted them.

The AG made the application as it became clear the case against Ruto and radio journalist Joshua Sang would depend on whether those statements are accepted or rejected by the Trial Chamber.

The Office of the Prosecution (OTP) has already indicated that without those statements, the rest of the evidence cannot sustain a charge against the two accused. The OTP is now banking on an amendment made to the ICC rules in 2013, allowing such statements to be admitted in court as evidence.

Bensouda says she wants the prior recorded testimony admitted for the truth of their contents. They include written statements and transcripts of recorded interviews and other annexed documents.

About 16 out of 42 prosecution witnesses withdrew their testimonies and stopped cooperating with the OTP. Some recanted their statements, which the OTP intended to use, claiming they had been influenced to record them. Others refused to testify, citing threats, intimidation and fear of reprisals

ODM narrowly lost the 2013 elections due to low voter turn out in Nyanza and Western regions where it is estimated a low of 20 percent of voting adults turned up to register as voters.

Ababu was received by Kisumu governor Jack Ranguma and his Siaya Counterpart Cornell Rasanga.

"Kenyatta Criticized the West in the Past, Now He Wants Their Help", is the headline in Huffington Post article exposing President Uhuru's hypocritical anti-west 2013 campaigns.

After perfecting the tried but tired blame-the-white-man meme that some Africans in the diaspora accuse African Americans of doing, while preaching nationalism and Pan-Africanism, President Uhuru Kenyatta jettisoned said pride and jingoism by seeking help from the same “wazungu” or “white men” Tony Blair and John Podesta to help Kenya “deliver” on its flagship projects and burnish its tattered international image respectively.

In an admission that choices do indeed have consequences, Mr. Kenyatta sought the services of the powerful lobbying outfit, the Podesta Group led by former White House staffer and Beltway insider John Podesta to polish the image of a country that displayed classic Stockholm syndrome symptoms by electing into office two individuals accused of fomenting the tribal-fueled violence that held the country hostage in late 2007 and early 2008.

President Kenyatta also sought the services of Anthony Blair’s African Governance Initiative (AGI) to oversee “delivery” of mega-projects such as Konza Techno City and the Lamu Port South Sudan and Ethiopia Transport corridor (LAPSSET) with minimal “eating of chicken.” This particular decision by Kenyatta’s Jubilee Coalition was a stark and blunt reminder that underscored the silliness of the post-election narrative:

That the era of mega-corruption in Kenya is over because Mr. Kenyatta has his ownmoney.

The two decisions are rich with irony for a president and country that collectively wrapped themselves in nationalism and jingoism by transforming Johnnie Carson’s“choices have consequences” caution into a bludgeon with which to hammer their opponents — real and perceived — into submission in the 2013 elections.

Kenyans are finally waking up to the reality that corruption and impunity is continuing to happen right under President Uhuru Kenyatta’s nose, make that his office, as evidenced by recent scandals implicating persons working in his office.

And rather than report them to the Ethics and Anti-Corruption Commission (EACC) for investigations, Mr. Kenyatta transferred them from the Office of the President to other positions in his government! Additionally, Mr. Kenyatta’s deputy and fellow crimes-against-humanity suspect Mr. William Ruto is rumored to be one of the “Singhs” who “own” the piece of land that birthed images of Kenya’s Selma and Soweto — state-sponsored brutality against school children!

To put it bluntly, the fish rots from the head on down. Corruption in Kenya has always emanated from the very top, beginning with its first president Jomo Kenyatta. It is now so pervasive that the president who romped into office by excoriating the hypocrisy of America (Podesta Group) and Britain (Tony Blair) finds himself turning to them for help!

In an ode to Henry John Temple’s prescient take on relationships between nations, hiring Mr. Blair, someone whose appearance at The Hague Mr. Kenyatta and his sycophants have repeatedly called for, to “deliver” i.e. mitigate “eating” on mega-projects turns on its head Mr. Kenyatta’s claim that the reason for Africa’s mediocre and erratic development is the “stiff resistance by those who benefit from a divided Africa.”

Africa’s mediocre and erratic development has little to do with the “stiff resistance….” (whatever that even means) and everything to do with the inability of the likes of Mr. Kenyatta to confront the scourge of corruption and impunity even when it is happening right in front of them. His decision to bring in hired guns from countries he has repeatedly accused of hypocrisy and worse completely rubbishes the claim that “Africans are better placed to solve their own problems.”

In the piece titled “Forget foreign intervention, Africans are better placed to solve their own problems,” President Kenyatta writes that former Ghanaian president, Kwame Nkrumah advised Africans to combine “…their numbers and resources to protect themselves from the very positive dangers of returning colonialism in disguised forms.”

I offer a different take on Mr. Kenyatta’s interpretation of Mr. Nkrumah’s advice.

Colonialism has many variants, of which the one perpetrated by the Europeans and Americans is but one. The basic mechanics of “the establishment, exploitation, maintenance, acquisition, and expansion of colony in one territory by a political power from another territory” i.e. colonialism has not changed since the “wazungu” started “leaving” Africa in the late ’50s.

In 1967, Jomo Kenyatta’s nemesis Jaramogi Oginga Odinga offered the rather foretelling analysis regarding the mutation of colonialism in his book “Not Yet Uhuru.” Kenya’s first bona fide opposition leader offered the view that “Kenyans (were) still struggling to prevent (fellow) Kenyans in black skin… from ruling as successors to the administrators of the colonial era.”

As previously indicated, I have always believed that Mr. Kenyatta pushed the Pan-Africanism message less out of altruistic nationalism and more to save himself from the crimes-against-humanity charges he was facing at the International Criminal Court (ICC).

Now that the charges have been withdrawn and the president and his government have demonstrated their collective incompetence, Mr. Kenyatta can stop being so reflexive AND reticent about asking for help — even from the hitherto pariah — the West.

SHOCK as it emerges that DR CONGO – KENYA diplomatic spat delays clearing overfly permit for DP Ruto’s chartered DC-8 jet where he was due to fly as he leads the Kenyan delegation to the inauguration of President Buhari in Nigeria’s capital.

Diplomatic sources in Nairobi reveal that it took concerted regional effort to secure the overfly permit well past 2300hrs East African time before DP Ruto’s jet was cleared. The DP chilled at the VVIP lounge in JKIA and boarded the aircraft for take off almost at midnight.

It is rumoured that Paul Kobia working with a prominent and powerful Nyeri woman are said to be the main gold and mineral smugglers from Eastern DRC and President Kabila is angry that the Kenyan government is doing nothing to apprehend him or stop the illegal trade. Hence delay in securing DP Ruto permit until H.E Museveni stepped in to secure the clearance.

A phone snatcher who accosted a passer-by and attempted to steal his phone around Nairobi’s Kenya National Archives (metres away from Tom Mboya Statue) was beaten senselessly and went into a dying mode for over 9 hours.

The man who was still ‘dead’ in a pool of blood when this writer passed by the place at around 6am this morning appeared lifeless. However, by 8am, people who had gathered by saw him move his limbs without success as his bones had been smashed during the night melee.

Police have since picked him up and taken him to hospital.

Ruto Kisii TRIP to raise TEMPERATURES over DISCRIMINATED IDPs and Tribal Appointments

DP William Ruto’s trip of Kisii is set to raise temperatures over discrimination of 2007/8 Gusii PEV IDPs who have never been resettled to date. The community’s IDPs mostly from Kericho, Nakuru, Nandi and Uash Gishu were only given Kshs 10,000 and were forced to move out of the IDP camp in Ekerenyo and other places.

While IDPs from the Kikuyu community were given Kshs35,000 and a parcel of land the Kisii IDPs got just Kshs.10k, this is a big talk and it was among the issues that saw Jubilee garner only 20% of the votes in the 2013 general elections.

Other issues that makes Jubilee score poor in Kisii is discrimination in appointments to top government jobs. Uhuru has mistaken Kisii community for Nyachae family, he appointed Communications CS Dr Matiang to the cabinet at the behest of Nyachae and rescently made more appointments of Nyachae proteges to parastatals- this has not gone well with the community.

Unless Uhuru and Ruto address the the issue of IDPs and equitably share national jobs to Gusii community it will be a tough call to get even 20% of votes come 2017.

Senator Sonko is facing misdemeanor claims of an altercation with police at mtwapa weighbridge. DPP Keriako Tobiko has already directed him to record a statement with CID over the incident although there are no complainers in the incident.

Kenya falls apart under Jubilee, as Mandera now falls into AlShabaab hands, ISIS like type of expansion,we should be afraid!

Gunmen from Somalia, suspected to be members of Al-Shabaab, have literally taken over a village in Lafey, Mandera County.

The presence of the over 30 foreigners has caused fear among villagers, hundreds of whom have left their homes. Four schools, including Gari Boys Secondary School, have also closed down.

On Thursday, students of Gari Secondary School scampered for safety after receiving reports that the gunmen had been spotted on a nearby road.

“A small girl ran into school claiming that she was being chased by armed men who had taken the milk she was taking to the market only for the boys to run into the bush fearing that the militants would attack the school,” said Mr Mahat Adan, the Gari Boys School principal, who has sought refuge in Mandera Town.

SPARKED EXODUS

Wankara Ward Representative Abdirashid Maalim on Monday said the students had abandoned the school because it is not fenced.

Mr Maalim said the reports sparked an exodus, with villagers seeking refuge in Elwak and Mandera towns.

“The armed men have been roaming between Gari shopping centre and Warankara Town, harassing innocent people and warning them never to pass near their camp or inform the authorities of their presence in the area,” said Mr Maalim.

Mandera Deputy County Commissioner Fredrick Ayieko on Monday said they had received reports on the presence of the foreigners.

ROAMING MILITANTS

“We have received reports that Shabaabs have crossed into Mandera… We shall give them a chase because we want a secure county,” he said.

Mr Maalim said the roaming militants have been engaging residents in talk.

The militants, he said, also carry “a lot of money”, adding that they forcibly buy goats from the locals.

“We are worried that this money could be used to lure these runaway students into terror cells. As we mobilise students to come together in a safe place, we want the government to wake up and do something,” he said.

BLOCKED ROAD

Darkale Ward Representative Mohamed Mohammed said teachers from other parts of Kenya had vacated Banisa Sub-County, fearing for their lives.

The foreigners, he said, had also blocked the Elwak-Takaba road.

Mr Adan, the Gari Boys School principal, appealed to the national government to beef up security in the area to avoid disruption of the school calendar.

“Let (the) government secure the area first before we go back, as the Administration Police camp, with only five officers, cannot protect the area,” said Mr Adan.

Raila meets ‘Exiled’ scholar and Writer Prof Ngugi wa Thiongo

Prime Minister Raila Odinga today met with renown novelist who paid him a courtesy call at his upper hill office. Thiongo is in the country for a number of activities.

Prof Thiongo and Dr Raila are long term friends who share a lot in common especially during Moi era when they were both unlawfully detained, tortured and exiled. Raila is also a writer with a number of titles to his name, “FLAME OF FREEDOM” included. So, it was not only a meeting of political friends but also a meeting of writers.

Thiongo shared a number of his books with the former premier. He was accompanied with his five children who are also writers. Ngugi who was in a jovial mood said his friendship with Raila is beyond anyone’s imagination. He said he will continue to stand with the opposition supremo in his quest for a better Kenya.

PANIC as KILLED Police officer Phone SMS REVEALS Police officers ‘RESIGNING’ due to INSECURITY

The text message of the slain young AP officer Dickens Wakhu has send shivers in the interior security ministry as it reveals that most officers may be considering resignation or deserting work stations due to raging insecurity.

Most affected duty stations are those in North Eastern Kenya a reliable source has indicated.

Here is how Standard News reported the story about the txt message of the young police officer who was also a masters degree student.

“Daddy if the security situation continues to be like this in this region, I will resign as an Administration Police officer,” that was the last message slain AP Dickens Wakhu told his father Fanuel Wegulo a week before his death.

But Mr Wegulo, who was attending a Kakamega County head teachers’ conference in Mwanza, Tanzania, told him to wait until he comes back to Kenya to discuss his resignation from the service he had yearned to join for years.

“I told him I am out of the country but we will discuss the issue when I come back. I am back but he is no more,” said the distraught Wegulo. In Makhonge village in Tongaren, Bungoma County, family and friends are yet to comprehend what they term as premature death of their loved one while on official duty to protect Kenyans.

According to family and friends on social media, Wakhu was a committed, respectful and disciplined officer. He met his death in the hands of terrorists in Yumbis, Garissa County, on May 26. He was based at Dadaab AP camp after joining the service in 2012. Wegulo said he received the sad news from his nephew who had got the information from social media.

Wegulo blames the death of his son on lack of co-ordination among security agencies, saying the Government should deploy KDF troops to the insecurity prone North Eastern instead of police officers. “The Government should deploy military officers to insecurity prone areas instead of using police officers.

Lack of co-ordination among security agencies is also to be blamed for the rampant insecurity incidents in the country,” he said. Wegulo said his son had enrolled for a Master’s degree at Maseno University and had promised him a lot of things which now remain wishes that will never be achieved.
“It is now history for me because he has not lived to achieve it,” he said.

MOTHER DIED His uncle Jefuniah Khaemba is still dumbfounded and does not seem to believe his nephew died in the hands of terrorists.

He blames the Government, saying it has taken a long time to learn lessons from the increasing insecurity in the nation. “I lack words. Dickens’ (Wakhu) death has hit us hard.

The Government should take serious steps to deal with insecurity in this country,” said Khaemba. Wakhu joined AP in 2012, a year after graduating with a Bachelor’s degree from Masinde Muliro University of Science and Technology.

He passed out in 2014 and was deployed to Garissa, after two weeks he was transferred to Liboi AP camp. After six months he was moved to Dadaab AP camp where he worked until his demise. Born on January 8, 1987, Wakhu was the first of three siblings. His mother died 11 years ago. He will be buried on June 6.

Deputy President William Ruto has admitted that he owns shares in the controversial Weston Hotel along Lang’ata Road.

Speaking during an interview on Citizen on Tuesday, the Deputy President said that his admission was “a good confession that sets the record straight,”

Ruto however denied allegations that he is involved in the land – grabbing scandal plaguing the hotel stating that he has no reason to explain himself over the Langata Primary School controversies because he is not part of the scam.

“Those claiming that Weston Hotel has grabbed Langata Road Pry School land should go to court and say so,” Ruto said

“Weston Hotel is different from Langata Road Primary School and the two cannot be linked,” he added.

Ruto further said that the Moi Teaching Hospital scandal is a creation “of friends of the opposition as well as the Maize Scandal.”

“Wikileaks named Raila Odinga as the architect of the Maize scandal” he added.

The Deputy President said he learnt of the planned upgrade from the hospital’s CEO Dr John Kibosia

“I invited the CEO of MTRH to come to my office to explain why the hospital needed government’s support to upgrade,” he said.

Ruto said the Sh17 billion meant to upgrade the hospital can build a fully equipped referral hospital and teaching facility.

“Eldoret has no County Hospital. By buying new Land to build MTRH we have solved that issue” he said.

The DP said the Jubilee government is not sparing any public official accused of graft.

“There will be no Goldenberg and there will be no Anglo Leasing under Jubilee,” Ruto said.

He said that the government has not in any way interfered with operations at the Ethics and Anti – Corruption Commission stating that the EACC’s challenges date back to previous regimes.

“EACC, the office of the DPP and the Judiciary are independent institutions that must have to deal with graft,” Ruto said.

He added that the EACC commissioners were removed through a constitutional process stating that the government did not force any of the officials to resign.

“We will follow the due process in fighting corruption and appointment of new commissioners to EACC,” Ruto said.

Members of President Uhuru’s ethnic group – the kikuyu – have taken head-on other Kenyans following President Uhuru’s appointment of Patrick Ngugi Njoroge as the replacement of Prof Njuguna Ndung’u as the new Central Bank Governor.

President Uhuru announced the appointment at 1am – well past midnight – making the appointment appear as being done when the country is ‘asleep’.

On twitter, hashtag ‘kikuyu’ is trending, with most users fighting off claims that Dr. Njoroge has been favoured. Many claim Dr. Njoroge is qualified, in fact, overqualified, and that other Kenyans just love to hate on Kikuyus.

Team Leader Sustainable Economic Development, Senior Private Sector Adviser

Division: DFID Kenya

A vacancy has arisen for a locally recruited A1 Team Leader for the Sustainable Economic Development team, who will also be the Senior Private Sector Adviser.

The job-holder will lead the DFID Kenya SED (Sustainable Economic Development) Section. The jobholder will have overall responsibility for the day to day management and implementation of the SED programme portfolio reporting to the Head of Office.

Major components of the SED programme include: business climate reform; a markets for the poor (M4P) programme; support to East Africa regional integration (primarily on trade, taxation, transport and ports,); financial sector deepening; a competitiveness programme including public private partnerships (PPPs), key sector development and other areas; and extractives and youth employment programmes; all with scale up planned for the next four years. The post supports and manages the climate adviser on an exciting environment programme, a new mini-grids programme and on the cross office implementation of the UK International Climate Fund (ICF).

The appointment will be under local terms and conditions and is subject to security clearance.

Ole Lenku still serves as ‘CS without portfolio’, tipped for new tourism ministry

Former Interior Cabinet Secretary Joseph ole Lenku is still a minister, enjoying all the privileges and perks that go with the position, the People Daily has reliably established. Despite having been replaced as the Cabinet secretary for Interior ministry by Joseph Nkaissery, Lenku has remained a CS without portfolio.

Lenku, who was removed from the powerful security docket last year by President Uhuru Kenyatta following a hue and cry over insecurity, is now said to be lined up for a full comeback to Cabinet in an expected reshuffle.

Since his removal from the Cabinet, Lenku has retained his full security detail, salary, allowances and government vehicles associated with a Cabinet secretary portfolio.

The People Daily has reliably learned that Lenku’s name has been mentioned in relation to a proposed Tourism ministry which is expected to be hived off the current East African Affairs, Commerce and Tourism docket currently held by Phyllis Kandie.

Sources indicated that the President is expected to make a Cabinet shuffle that would see at least one or two current Cabinet and several Principal secretaries lose their prestigious positions. Former Chief of Defence Forces Julius Karangi is tipped to be appointed to one of the influential Cabinet positions.

Lenku was removed from the powerful ministry last December a move that coincided with former Inspector General of Police David Kimaiyo’s resignation. At the time, there was mounting pressure for the President to sack the duo following an unprecedented wave of insecurity.

Lenku has since kept a low profile, but is said to have been reporting daily to his government office on the second floor of Harambee House. Reached for comment yesterday, Lenku was cagey on the issue, only saying: “Let us discuss that on another day, but for the time being I am not complaining. I am quite comfortable with everything.”

However, up to yesterday, information on the official government websites, including one under the Presidency, still indicated Lenku held the security docket. Efforts to get a comment from Joseph Kinyua, the Chief of Staff and Head of Public Service and Director of Cabinet Programmes, at State House, on the official status of Lenku were futile.

He did not respond to calls. But an official who sought anonymity played down Lenku’s presence in his former office and enjoyment of the full trappings of a Cabinet secretary, saying he had not been officially sacked by the President.

Under the proposed plan, the expertise of Lenku, a former hotelier who led an illustrious career as the head of Kenya Utalii College, is set to be tapped and fully used in the tourism sector which is currently reeling from the effects of insecurity.

Critics have in the past proposed that tourism, which is one of the top revenue earners, be made an autonomous docket for effective administration. Tourist arrivals in Kenya declined sharply in the first three months of this year amid increased attacks by the Somali terror group, al Shabaab.

In January, according to the Kenya National Bureau of Statistics’ monthly Leading Economic Indicators report for March, a paltry 50,953 tourists came to Kenya, down from 95,759 in 2014 and 111,984 in 2013. Of the tourists, the bulk (40,846) came through the Jomo Kenyatta International Airport (JKIA) while the rest (10,107) through Moi International Airport, Mombasa.

In place of Lenku, Uhuru tapped retired army general and Cord MP, Nkaissery, to be the new Interior CS, in charge of security.

Government closes down Kiambu’s Barack Obama University

The National Universities Commission invaded and closed down an up coming university in Kiambu for illegality on its establishment. The operation was carried out by Professor Henry Thairu who said the owner did not follow procedures in accordance with the University Act no 42 of 2012 on how an institution such as a university should be  accredited in Kenya.

Although no one was arrested during the incident, the commission said the owner who is out of the country will be charged for misuse of the word university without permission. The institution known as  Barack Obama University was set to open 2015.  He urged locals to be vigilant and not to fall prey to such institution that has not been accredited and should always check with the commission on which institution is licensed.

Homa Bay senator Moses Kajwang’ decry government laxity in providing ID cards to residents

Yesterday I paid an impromptu visit to the Homa Bay County ID registration center.

There are more than 10,000 ID applications from the County that have been submitted to Nairobi but have not been received; Some have been outstanding for more than six months. This despite the fact that the service charter says it should take 30 days.

There are close to 5,000 IDs that are lying in the Registration centers and are yet to be collected across the County.

There are close to 2,000 new applications that have not been sent to Nairobi; simply because the County Registrar lacks photo printing paper. The paper they received from Nairobi is of poor quality and cannot work with their machines.

To resolve this ugly situation, I committed to provide funds so that the County Registrar can acquire photo printing paper and forward the 2,000 forms to Nairobi with immediate effect.

I will also demand a statement from Minister Nkaissery to explain the undue delays as well as measures being taken to ensure the held up IDs are released within 30 days. I will also demand that action must be taken against those who supplied sub standard photo printing paper to the Registrar.

I also discussed and agreed with the Registrar on a plan of action for rolling out mobile registration across the County. I laud the MPs and MCAs who have already hit the ground. I also noticed that many young people are taking a very keen interest in the Kipande drive. We will seriously increase the intensity of the mobile registration centers in the next two months.
